{"id":27357,"date":"2021-07-30T07:00:00","date_gmt":"2021-07-30T14:00:00","guid":{"rendered":"https:\/\/habitatportlandregion.org\/?p=27357"},"modified":"2021-08-03T16:48:01","modified_gmt":"2021-08-03T23:48:01","slug":"advocacy-update-big-wins-for-affordable-housing-this-legislative-session","status":"publish","type":"post","link":"https:\/\/habitatportlandregion.org\/advocacy-update-big-wins-for-affordable-housing-this-legislative-session\/","title":{"rendered":"Advocacy Update: Big Wins for Affordable Housing this Legislative Session"},"content":{"rendered":"\n<p><em>Written by Preston Korst, Advocacy &amp; Government Relations Manager<\/em><\/p>\n\n\n\n<p>Habitat&nbsp;for Humanity Portland Region&nbsp;has had a busy couple months&nbsp;as federal stimulus dollars hit local municipal bank accounts&nbsp;and&nbsp;the&nbsp;2021 legislative&nbsp;session in Salem&nbsp;drew to a close. With a busy session behind Oregon&nbsp;lawmakers, Habitat&nbsp;now&nbsp;looks to&nbsp;advocate&nbsp;for strong implementation of&nbsp;newly drafted&nbsp;legislation. We\u2019re also working with cities and counties across the region to ensure that their use of American Rescue Plan Act (ARPA)&nbsp;funds,&nbsp;supports and expands access to affordable homeownership opportunities.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>THE STATE OF OREGON\u2019S 2021 LEGISLATIVE SESSION ENDS<\/strong>&nbsp;<\/p>\n\n\n\n<p>In addition to federal stimulus dollars flowing into our state, we are also happy to report many successes from the 2021 legislative session in Salem that ended on June 26<sup>th<\/sup>, 2021.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>One item&nbsp;in particular is&nbsp;worth calling special attention to: the Oregon Housing and Community Service\u2019s budget. Totaling more than $896 million, this biennium\u2019s budget has over $100 million dedicated to affordable homeownership programs. This budget includes $20 million for Down Payment Assistance, $7 million for Individual Development Accounts (IDA), $20 million for new home construction, and over $5 million for foreclosure counseling and&nbsp;POC&nbsp;homeownership assistance, among others. This is not including the State\u2019s increased funding of&nbsp;LIFT for Homeownership.&nbsp;<em>LIFT<\/em>, or&nbsp;<strong>Local Innovation and Fast Track&nbsp;<\/strong>is a state housing program that creates affordable homes for vulnerable families throughout Oregon.<s>&nbsp;,<\/s>&nbsp;This&nbsp;biennium\u2018s budget for the program will top $410 million,&nbsp;of that a portion will be dedicated to homeownership development. Here is a link to the OHCS 2021-23 Budget Outline:&nbsp;<a href=\"https:\/\/www.oregon.gov\/ohcs\/about-us\/Documents\/gov-relations\/07-01-2021-OHCS-2021-Legislative-Highlights.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/www.oregon.gov\/ohcs\/about-us\/Documents\/gov-relations\/07-01-2021-OHCS-2021-Legislative-Highlights.pdf<\/a>&nbsp;<\/p>\n\n\n\n<p>There were also meaningful housing-related reforms this session.&nbsp;This&nbsp;<a href=\"https:\/\/habitatoregon.org\/news\/2021-legislative-priorities\/\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>&nbsp;will take you to a list of the many legislative wins for homeownership as led by our colleagues at Habitat for Humanity Oregon. Fortunately, there were several big wins for housing, but one deserves particular attention:&nbsp;<strong><em>our lead item for the session, SB 458.<\/em><\/strong><em>&nbsp;<\/em>This bill outlined an improved, streamlined land division process that aligns with the&nbsp;\u201cMissing Middle\u201d&nbsp;house types allowed through HB 2001 passed in 2019.&nbsp;<em>Missing Middle&nbsp;<\/em><em>H<\/em><em>ousing<\/em>&nbsp;is a term that describes&nbsp;building types, such as duplexes, fourplexes, cottages,&nbsp;and courtyard buildings.&nbsp;These are&nbsp;diverse housing options&nbsp;that typically&nbsp;support local&nbsp;retail and public transportation.&nbsp;We call them \u201cMissing\u201d because they have typically been illegal to build&nbsp;and \u201cMiddle\u201d because they sit in the middle of a spectrum between detached single-family homes and&nbsp;high-rise apartment buildings,&nbsp;and&nbsp;often, within the&nbsp;affordability&nbsp;spectrum.&nbsp;SB 458 passed with overwhelming bipartisan support from the Senate (25-4) and the House (54-2), and&nbsp;was signed by Gov. Brown on May 26<sup>th<\/sup>, 2021. This will help affordable housing developers, like Habitat, build more for-sale homes with a less arduous permitting and zoning process.&nbsp;&nbsp;<\/p>\n\n\n\n<p>We were also successful in lobbying for the following bills:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A Statewide Foreclosure Moratorium + Extension (HB 2009)&nbsp;&nbsp;<\/li><li>Securing $10M for weatherization and repairs for low-income earners (HB 2842)&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Changes to the State\u2019s land-use laws to allow for affordable housing to be built on commercial,&nbsp;publicly-owned, and&nbsp;religiously-owned&nbsp;land (SB 8)&nbsp;<\/li><li>Property tax exemptions&nbsp;for people&nbsp;living&nbsp;on low incomes who own property through a shared equity model (HB 3275)&nbsp;<\/li><li>And a bill that addresses racial disparities in homeownership by reconvening the State\u2019s Joint Task Force for Addressing Racial Disparities in Homeownership and mandating training for realty and lending professionals to help counter misconceptions and industry practices that have blocked POC homeownership (HB 2007)&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>AMERICAN RESCUE PLAN ACT (ARPA) IN OREGON<\/strong>&nbsp;<\/p>\n\n\n\n<p>With the recent passage of the federal&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/american-rescue-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">American Rescue Plan Act (ARPA<\/a>)&nbsp;legislation&nbsp;in Washington D.C., Habitat has been working hard to ensure that legislators of all levels prioritize affordable homeownership development. As part of the $1.9 trillion recovery package, $350 billion of that was directed to state and local governments to spur economic recovery from the pandemic.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center\"><em>That may lead&nbsp;you&nbsp;to ask: how much of that did Oregon get? The rough breakdown follows:<\/em>&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table class=\"has-fixed-layout\"><tbody><tr><td>State of Oregon:<\/td><td>$ 2.6 Billion&nbsp;<\/td><\/tr><tr><td>Cities:<\/td><td>$ 438 Million&nbsp;<\/td><\/tr><tr><td>Other Non-Counties<\/td><td>$ 243 Million&nbsp;<\/td><\/tr><tr><td>Counties<\/td><td>$ 818 Million&nbsp;<\/td><\/tr><tr><td>State Capital Projects<\/td><td>$ 155 Million&nbsp;<\/td><\/tr><tr><td>K-12<\/td><td>$ 1.12 Billion&nbsp;<\/td><\/tr><tr><td>Higher Education<\/td><td>$ 406 Million&nbsp;<\/td><\/tr><tr><td>K-12 COVID Testing<\/td><td>$ 127 Million&nbsp;<\/td><\/tr><tr><td><strong>Total:<\/strong><\/td><td><strong>$ 5.9 Billion<\/strong>&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>As we look at these staggering figures flowing into our state, counties, and cities, Habitat&nbsp;has been working with policy makers to&nbsp;guarantee&nbsp;that some of&nbsp;these funds&nbsp;go to&nbsp;stabilizing&nbsp;and supporting&nbsp;affordable homeownership projects and policies that benefit&nbsp;Oregonians&nbsp;earning a low-income.&nbsp;In coordination with Habitat for Humanity Oregon, Housing Alliance, and Housing Oregon,&nbsp;we&nbsp;submitted testimony&nbsp;and&nbsp;worked&nbsp;with state legislators to ensure that&nbsp;the&nbsp;state\u2019s housing activities and programs&nbsp;are well funded through the next biennium.&nbsp;<\/p>\n\n\n\n<p>There is also a large influx of federal dollars flowing into&nbsp;local&nbsp;cities and&nbsp;counties&nbsp;throughout the region.&nbsp;We&nbsp;are&nbsp;working&nbsp;closely with&nbsp;local&nbsp;leaders&nbsp;and continue to encourage them to&nbsp;dedicate&nbsp;a&nbsp;portion&nbsp;of&nbsp;their ARPA dollars&nbsp;towards active&nbsp;affordable housing&nbsp;projects more broadly.&nbsp;&nbsp;<\/p>\n\n\n\n<p><em>Here is an outline of funding going to each jurisdiction&nbsp;where&nbsp;we work:<\/em>&nbsp;<\/p>\n\n\n\n<p><strong><em>Locality<\/em><\/strong> <strong><em>Amount<\/em><\/strong> &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table class=\"has-fixed-layout\"><tbody><tr><td>Portland<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 217,787,000&nbsp;&nbsp;<\/td><\/tr><tr><td>Multnomah County<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 157,648,000&nbsp;&nbsp;<\/td><\/tr><tr><td>Washington County<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 116,675,000&nbsp;&nbsp;<\/td><\/tr><tr><td>Clackamas County<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 81,105,000&nbsp;&nbsp;<\/td><\/tr><tr><td>Gresham <\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 27,168,000<\/td><\/tr><tr><td>Hillsboro<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 18,622,000&nbsp;<\/td><\/tr><tr><td>Beaverton<\/td><td class=\"has-text-align-left\" data-align=\"left\"> $ 17,513,000&nbsp;<\/td><\/tr><tr><td>Tigard<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 11,316,000&nbsp;&nbsp;<\/td><\/tr><tr><td>Smaller Area Cities<\/td><td class=\"has-text-align-left\" data-align=\"left\">$ 61,129,000&nbsp;&nbsp;<\/td><\/tr><tr><td><strong>TOTAL<\/strong><\/td><td class=\"has-text-align-left\" data-align=\"left\"><strong>$ 708,963,000&nbsp;<\/strong>&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>In meeting with elected and government officials in nearly&nbsp;all of&nbsp;these jurisdictions in the past few months, we expect to have a big impact in our ability to see these funds go towards affordable housing development. We\u2019re encouraged by local leaders\u2019&nbsp;commitment to addressing the regional housing crisis and, more specifically,&nbsp;addressing&nbsp;the stark gap in racial homeownership rates. Throughout the event, Habitat on the Hill attendees, speakers, and panelists discuss legislative priorities and visit lawmakers on Capitol Hill. The Cost of Home Campaign, an advocacy initiative addressing the rising costs of housing, was a central focus of the 2020 Habitat on the Hill conference.
