We know we have too few homes to house our current population in Oregon. Scarcity drives up costs for everyone and is the root cause of our housing crisis. That level of stability is proven to lead to better health, better educational outcomes, the chance to build community, and long-term financial stability. With rising interest rates and housing costs, homeownership is farther and farther out of reach for communities that have been most impacted by racist and unjust housing practices and policies. In order to afford a home, our families, friends, and neighbors need:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Increased <strong>down payment and mortgage assistance, housing counseling<\/strong>, and access to <strong>Individual Development Accounts<\/strong> (IDAs or matched savings programs)<\/li>\n\n\n\n<li><strong>Targeted funds<\/strong> that seek to close the homeownership gap for communities of color<\/li>\n\n\n\n<li><strong>Property tax exemptions <\/strong>to increase the purchasing power of households with lower incomes<\/li>\n\n\n\n<li>Resources for <strong>critical repairs<\/strong> so that homeowners on a fixed budget can afford to maintain their homes, age in place, or accommodate a disability<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile is-vertically-aligned-top\" style=\"grid-template-columns:22% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"900\" src=\"https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land.png\" alt=\"\" class=\"wp-image-31442 size-full\" srcset=\"https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land.png 900w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land-300x300.png 300w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land-150x150.png 150w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land-768x768.png 768w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/land-400x400.png 400w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">LAND: Inclusive Land Use<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-hab-orange-color has-alpha-channel-opacity has-hab-orange-background-color has-background is-style-default\"\/>\n\n\n\n<p>From racist covenants to redlining, single-family zoning to urban renewal, land use policies tell the story of how our urban and suburban landscapes came to be; who has benefited and who is left out. Local policies that promote affordable housing development can help to foster, nourish, and preserve diverse identities and lived experiences in our neighborhoods. In order to share land equitably and sustainably, we need:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mixed-income communities<\/strong> and <strong>housing density<\/strong> near jobs, schools, cultural and religious spaces, basic necessities, parks and transportation<\/li>\n\n\n\n<li><strong>Eliminated fees<\/strong> attached to affordable housing (such as System Development Charges)<\/li>\n\n\n\n<li>A streamlined and <strong>faster permitting <\/strong>process<\/li>\n\n\n\n<li>Policies to incentivize <strong>condo and middle housing production<\/strong><\/li>\n\n\n\n<li>Creative and intentional strategies to make <strong>vacant, underutilized, and publicly owned land<\/strong> available for affordable housing development<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile is-vertically-aligned-top\" style=\"grid-template-columns:22% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"900\" src=\"https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community.png\" alt=\"\" class=\"wp-image-31444 size-full\" srcset=\"https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community.png 900w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community-300x300.png 300w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community-150x150.png 150w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community-768x768.png 768w, https:\/\/habitatportlandregion.org\/wp-content\/uploads\/2023\/11\/community-400x400.png 400w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">COMMUNITY: Housing for Thriving &amp; Diverse Communities<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-alpha-channel-opacity has-background is-style-default\" style=\"background-color:#ffd100;color:#ffd100\"\/>\n\n\n\n<p>Real estate in our region generates a windfall of wealth for some, mostly White families, while Black, Indigenous, and People of Color (BIPOC) households have scrambled to keep up with skyrocketing rents and are increasingly closed out of homeownership. Housing pressures are displacing communities of color and threatening the connections necessary for cultural identities to survive and thrive. Our communities need:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Increased <strong>affordable housing of all types<\/strong>, including permanent supportive housing, accessible housing, housing that can accommodate intergenerational families as well as individuals, and affordable homes both for sale and for rent<\/li>\n\n\n\n<li><strong>Community investments that center the needs and voices of those historically marginalized <\/strong>by directing tax increment finance (TIF) funds to stabilize and preserve diverse and inclusive neighborhoods<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Get involved<\/strong><\/h2>\n\n\n\n<p>Join the movement.
